The cultural resource community – agencies, consultants, and state historic preservation offices – have all been grappling with the issue of how to streamline cultural resource consultation. At a 1999 National Transportation Research Board (TRB) meeting in Washington attended by New South Associates, one of the recommendations put forth was the development of regional and topical historic contexts. The TRB recognized that studies that pull together the existing information on a subject and then provided recommendations on resource eligibility could streamline the inventory and evaluation process by providing both consultants and agencies with standardized information. New South Associates, under contract to the Georgia State Historic Preservation Office (GA SHPO) and the Georgia Department of Transportation (GDOT), prepared one of the first contexts developed as a result of the TRB Meeting. This context, on historic agriculture in the state, was developed through research on Georgia's agricultural history and its archaeological, architectural, and landscape legacies. Assessments of eligibility developed out of a series of meetings between New South Associates, the GA SHPO, and GDOT. The National Park Service, in a 25th anniversary edition of the NPS Magazine CRM, recognized the significance of the Agricultural Context. The focus of this edition was the National Register of Historic Places and its role in the management of cultural resources. The GA SHPO and GDOT have widely published and distributed this work, which is now the required standard for the identification and evaluation of historic agricultural resources in the state.
